Concrete Batch Plant, Southbound I-5 and SR-126 

Summary 

As part of the I-5 North County Enhancements Project, Metro’s contractor OHLA-USA, will establish a worksite for a concrete batch plant along the southbound I-5 shoulder at the SR-126 off-ramp. This batch plant will consist of concrete mixers, conveyors, support equipment, and serve as a material storage.    

What to Expect & Traffic Control 

  • The batch plant will be active through the end of 2026. 
  • Concrete trucks entering and exiting the worksite from adjacent southbound I-5 ramps. 
  • Nighttime operations of the plant from 7pm to 6am. 
  • Intermittent nighttime ramp closures of the southbound SR-126 on- and off-ramps between 7pm and 6am. 

Essential Details 

  • Work hours: 7am to 4pm, 6am crew mobilization, 7pm to 6am as needed.  
  • Typical lane reductions between 8pm and 6am.    
  • Typical ramp closures between 7pm and 6am. 
  • Consecutive ramps in the same direction will not be closed at the same time. Detours to the next on-ramp will be posted for each closure 
  • All lanes will reopen by 6am each morning.  
  • Traffic will be maintained in each direction.  
  • No lane closures will be implemented during morning or evening peak traffic hours. 
  • Specific closures and dates are provided in weekly project alerts.  
  • Speed limit within construction zone will change to 55-miles per hour

Access to emergency responders will be maintained. Construction is a dynamic process, it is subject to weather conditions, and information is subject to change, visit the project website for the most up to date information and a weekly listing of ramp closures scheduled.
