The East San Fernando Valley Light Rail Transit (ESFV LRT) Project will improve connections and access to crucial destinations while connecting transit users to the growing network in the San Fernando Valley. The Southern Segment of the project includes a 6.7-mile at-grade alignment that will operate in the center of Van Nuys Bl, from the Metro G Line (Orange) Van Nuys Station to San Fernando Rd. 

SUMMARY

As part of the ESFV LRT Project, the Los Angeles Department of Water and Power (LADWP), will conduct utility relocation work along Van Nuys Bl between Chase St and Rayen St and lateral side streets. This work is expected to take approximately eight months, and work hours vary.  Most of the work is scheduled at night, but daytime and extended daytime hours are anticipated. This work will involve various traffic control setups, including a full street closure of side streets and work at multiple intersections. The scope of work performed will include traffic control implementation, pothole investigation, demolition, trench excavation, shoring and backfill, electrical work, and concrete and paving work.  

  

DATE AND WORK HOURS

February 3, 2026, through October 2026 

Monday to Friday: Day shift from 9am to 3:30pm and night shift from 8pm to 6am 

Saturday to Sunday: Day shift from 6am to 8pm, as needed, and night shift from 8pm to 6am., continuous closures may be necessary from Friday 8pm to Monday 6am 

LOCATION

Van Nuys Bl from Chase St to Rayen St, including side streets such as Parthenia St, and Tobias Av just south of Parthenia St. 

WHAT TO EXPECT
  • Van Nuys Bl will be restricted to northbound and southbound traffic with left turn pocket restrictions at the intersections with closures of Parthenia St, Vesper Av, and Tobias St.  At no one time will both directions be closed off to traffic. 
  • Tobias St between Chase St and Parthenia St will be closed to through traffic. During this work, right and left turn pockets onto Tobias will be restricted. 
  • Flaggers will be provided at various locations to direct traffic and pedestrians if access is restricted. 
  • Parking will be restricted in posted areas, please follow the signage. 
  • Bus services may be temporarily detoured and relocated to Metro and LADOT Dash Service. For information about changes to Metro service, please call 323.GoMetro.
NOTEWORTHY
  • Access to private driveways, residences, and businesses will always be maintained unless notified in advance. 
  • Road access will be maintained during tree replanting activities. 
  • Access to emergency responders will be maintained. 
  • Construction is a dynamic process and work schedules and timelines are subject to change
