The East San Fernando Valley Light Rail Transit (ESFV LRT) Project will improve connections and access to crucial destinations while connecting transit users to the growing network in the San Fernando Valley. The Southern Segment of the project includes a 6.7-mile at-grade alignment that will operate in the center of Van Nuys Bl, from the Metro G Line Van Nuys Station to San Fernando Rd. 

SUMMARY

Metro’s contractor, San Fernando Transit Constructors, will demolish and rebuild the existing box culvert at the Pacoima Wash crossing located along Van Nuys Bl, between Covello St and Valerio St. The new stronger box culvert is needed to support the weight of the future light rail train and tracks. A box culvert is a large concrete structure built underground to allow water to flow beneath roads, railways, or other infrastructure.

Concrete barriers (formally known as K-rail) were installed in the center of the street to facilitate this work and will remain in place for the full duration of the work. The street layout between Valerio St and Covello St has changed, with only one traffic lane being maintained in each direction. Work will occur within the concrete barrier work zone during both daytime and nighttime hours. Additional work will take place outside of the barriers on Van Nuys Bl between Saticoy St and Arminta St, with temporary traffic control in place nightly.
 

DATE AND WORK HOURS

Pacoima Box Culvert Replacement Work (Van Nuys Bl from Valerio St to Covello St):
Monday, May 18, 2026, through August 31, 2026. Monday through Saturday, with daytime work occurring from 6am to 2pm and nighttime work occurring from 8pm to 6am.

Additional Utility Work (Van Nuys Bl from Saticoy St to Arminta St):

Monday, May 18, 2026, through July 15, 2026. Monday through Friday, 8pm to 6am.

WHAT TO EXPECT
  • Traffic delays are expected within this street segment due to lane reductions associated with the installation of concrete barriers, which have reduced traffic to one lane in each direction. Temporary traffic control is required for construction.
  • Parking may be restricted in posted areas. Please follow the signage with the restrictions and avoid possible citations or towing.
  • Bus stops may be temporarily relocated as necessary, please follow the signage.
NOTEWORTHY
  • Access to emergency responders will be maintained. 
  • Access to private driveways, residences, and businesses will be maintained unless notified in advance. 
  • Construction is a dynamic process, and timelines are subject to change.  
  • Noise and dust control measures will be in place to minimize impacts.
